How it works
The largest label is the box face minus the margin on each side. For sheets, the count tries the labels both ways round within the printable area (sheet minus margins), with your gap between labels.

What size is a shipping label?
The most common is 4 × 6 inches (about 102 × 152 mm). A6 (105 × 148 mm) is common in Europe and many Pakistani couriers.
